Sullivan Brown is delighted to be working exclusively with Northumberland County Council to appoint a Senior Digital Learning & Learning Systems Specialist

This is a newly created role offering a fantastic opportunity for an experienced digital learning professional to shape the future of learning and capability across a large, complex and evolving organisation.

You’ll have the opportunity to shape the Council’s digital learning offer, influence how thousands of colleague’s access learning and development, and contribute to wider organisational development, transformation and capability initiatives.

You’ll combine your specialist expertise in digital learning with an organisational development mindset, helping the Council understand what its people need to succeed and translating those needs into practical, engaging learning solutions.

What you’ll be doing

You’ll take a leading role across:

🔹 Digital Learning Design – creating engaging, accessible and user-centred digital learning experiences.

🔹 Learning Systems – managing and continuously improving the Council’s Learning Management System, learning pathways and digital learning catalogue.

🔹 Learning Adoption – developing campaigns and approaches that increase engagement and help colleagues embed learning into everyday practice.

🔹 Capability Development – working with services, managers and subject matter experts to identify needs and develop practical solutions.

🔹 Organisational Development – contributing your learning and capability expertise to wider change, improvement and transformation activity.

What we’re looking for

We’re looking for someone with significant experience in digital learning and learning systems, together with the ability to work confidently with stakeholders across a complex organisation.

You’ll ideally bring:

✔ Strong digital learning design experience
✔ Experience managing or developing Learning Management Systems
✔ Excellent understanding of learning design and learner experience
✔ Experience using digital learning tools and technologies
✔ An evidence-led approach using data and insight to improve learning
✔ Strong stakeholder engagement and influencing skills
✔ The ability to translate organisational challenges into practical learning solutions
✔ A collaborative, curious and solutions-focused approach

You don’t need to have worked in local government. We’re interested in people who can bring strong professional expertise and understand how learning can support wider organisational priorities.
